On 22 December 2021 Deputy James Fraser was dispatched to Mitchellville Villas in reference to there being a person at one of the apartments that was not supposed to be there according to a Desha County Sheriff's Office Report.
Upon arrival Deputy Fraser met with Charity Lee, the apartment manger, who stated that Xehan Branch was inside apartment 309 and was not allowed on the premises and had threatened her. Fraser went to apartment 309 and spoke to Mr. Branch.
The two went outside and were talking by Fraser's patrol car where Fraser told him that he was not allowed on the premises and needed to leave.
According to Fraser, Branch became agitated and told him the apartment manager was violating federal law and wanted her arrested. Fraser told him that she was not violating any state laws and that if he felt she was violating federal law to contact federal law enforcement.
Branch then "got in (Fraser's) face". As Fraser went to step back from him, Branch grabbed a hold of him and slammed Fraser on the ground and began punching him in the face and choking him.
Fraser states that Branch tried to take his duty weapon out of its holster and told him that he was going to kill him.
As the two were on the ground a set of handcuffs came out of their case on his duty belt and Branch picked them up and put them around his fist (like a pair of brass knuckles) and kept punching him about the head and face.
Fraser states that he reached out and grabbed his radio to call for help but Branch took the radio away from him and pulled the antenna off and threw it.
While they were on the ground Fraser's duty weapon came out of the holster and a bystander picked it up and hid it from Branch because he kept trying to get to it.
Fraser said that Branch kept saying that he was going to kill him. Several 911 calls of an "officer down" and "officer needs help" were dispatched and Dumas PD, Desha County SO, and ASP all responded. Branch was arrested at the scene.
