Glen Jackson (60), complainant, reported damaged property from a shooting incident that happened Tuesday, November 30, 2021 at approximately 9:21 PM.
Mr. Jackson stated there were multiple shots fired in the area and noticed the damage at the time of this report. The bullet believed to be a 40 caliber entered the living room window and ricochet into the kitchen top cabinet.
The bullet was recovered and entered into Dumas Evidence locker. Mr. Jackson was advised, by Dumas Police Department Sgt. Crystal Martin, that a report will be on file.
Criminal Mischief -

According to a Dumas Police Department Incident report, Jasmine Christian (30), complainant, reported damage from a shooting incident that happened Tuesday, November 30, 2021.
Ms. Christian's vehicle, a red 2017 Nissan Altima sustained a bullet hole believed to be a 40 caliber in the drivers side door.
A 2011 silver Chevrolet Cruze also has a bullet hole in the driver side door believed to be a 40 caliber.
Sgt. Crystal Martin advised Ms. Christian a report will be on file.
DWI (Unlawful Act), DWI Operation of vehicle during DWI License Suspension or Revocation
Dumas Police Officer Wayna Green was stationed at Merchants and Farmers Bank on US Highway 65 Saturday, December 4, 2021 at approximately 6:18 PM.
Officer Green observed a vehicle that pulled out of Meador Drive onto Highway 65 swerving and traveling northbound on 65 at a high rate of speed. As Officer Green conducted a traffic stop, the vehicle turned left from Highway 65 and Puryear Street running into a ditch where the vehicle came to a stop on Simmons Bank parking lot.
When Dumas Police Department Investigator Alan Hernandez pulled in, Officer Green had the driver out of the vehicle. As Hernandez app-roached the driver he heard the On-Star operator. Hernandez advised On-Star that officers were on scene.
Hernandez smelled the odor of intoxicants coming from the driver's, Lance Jaggers (31) breath. Hernandez asked Jaggers if he had drank any alcohol before driving. Jaggers said no. Jaggers was asked if he was willing to perform SFSTs. He stated no. As Hernandez began to observe Jaggers, he noticed that his speech was slurred and he could not keep his balance. Hernandez reported that Jaggers eyes were watery and kept disregarding orders to keep his hands on the hood of the car.
Hernandez asked Jaggers if there were any alcohol in the vehicle and he stated he had bought beer from the store in which he had just come from.
Jaggers was given a second opportunity to consent to SFSTs, but he denied it.
At that point Jaggers was placed under arrest for Reckless Driving with Accident DWI.
Officers searched the vehicle on incident to arrest. As Hernandez searched the center console, he was stuck by a sharp object. He advised Officer Green to search the console and to use caution. After Officer Green searched the console, it was determined that the sharp object was a box cutter.
Hernandez then transported Jaggers to the Dumas City Jail.
As Hernandez pulled out of Simmons Bank, traveling west on Puryear Street, Jaggers made the the statement, “all I did was go to the store I live just down the street. I'll give you three-grand ($3,000) to drop me off at home. I'll give you five-grand ($5,000) to make a turn and let me go”
When Hernandez arrived at the jail, the on-duty operator advised that Jaggers' license was suspended and that he was on the bench trial for DWI on December 14, 2021.
Jagger was advised of the Arkansas Statement of Rights in which he refused to take a BAC test. Jagger was booked in the Dumas City Jail on the charges of Driving While Intoxicated, Driving During DWI License Suspension, Bribery to a Police Officer, Reckless Driving with an Accident, and Refusing a Breath Test.
Criminal Mischief - 2nd Degree, Fleeing, Obstruction Governmental Operations
Dumas Police Sgt. Crystal Martin and Investigator Alan Hernandez were dispatched to a location on West Choctaw Sunday, December 5, 2021 at approximately 6:28 am in reference to someone busting the caller's windows.
Upon arrival, Sgt Martin and Investigator Hernandez spoke with Quell Carrel who stated that Garland Reed (34) had damaged her widow.
Reed was ran through ACIC. The on-duty operator advised that Reed showed to have multiple outstanding warrants for his arrest. After talking to multiple people, officers discovered that Reed was living at an apartment on South Oak Street.
Sgt. Martin, Officer Wayne Green and Investigator Hernandez approached 320 South Oak and made contact with Jocelyn Jackson. Jackson advised the officers that she was COVID positive. She was asked if Reed was there and she stated no.
Approximately three minutes later Investigator Hernandez observed Reed running north towards Bowels from behind Jackson's house. Hernandez advised Martin and Green and ran after Reed , ordering him to stop. Reed continued to flee on foot. Martin and Green got in their units and were attempting to cut Reed off. Hernandez advised Martin and Green that Reed was running toward Ash Street.
Hernandez observed Reed slowing down by 304 Ash. The officer walked towards the back and saw Reed in the back porch. Hernandez drew his weapon and held Reed at gun point. Hernandez commanded Reed to get on the ground and ordered him to lay on his stomach with his hands up. Reed complied. Hernandez handcuffed Reed and let Sgt. Martin and Officer Green escort him to the unit.
Investigator Hernandez walked back to his unit and asked for an additional unit. Investigator Eric Armstrong arrived and they both made contact with Jackson, who was cited for obstruction.
Reed was transported to the Dumas City Jail where he was booked in fore Criminal Mischief, Fleeing and Officer on Foot, and three Felony Warrants for Failure to Appear.
Theft $1,000 or Less
Dumas Police Officer Raydon Findley was dispatched to 600 N. Main Street Saturday, December 18, 2021 at approximately 2:00 AM to talk to Mr. Tommy Cobb who wanted to make a report about his bike being stolen.
Mr. Cobb stated that he had heard some noise coming from outside and went to check it out. He stated that when he looked out of his front door he saw that his bike was gone. He then proceeded to tell me that he had seen somebody going down the road on a bike and rolling the other bike along side him.
Mr. Cobb was unable to identify the suspect. He stated that the only thing he could recall about the bike was that the color of it was black. At the time of this report, the bike has not been located.
