Harassment
On April 21, 2021, Officer Wayna Green was dispatched to a harassment complaint at the Woodland Apartments located on Palmetto.
Once Officer Green arrived on the scene, the Complaint approached him and stated she called the police and would like to file a report regarding harassment. She also stated that this harassment had been taking place since Tuesday. It consisted of verbal threats and showing up at the Complaint’s family members' homes.
The suspect was asked to leave the apartments by the landlord since the suspect did not reside in the Woodlands. The suspect agreed to leave and stay away from the Complaint.
The Complaint was advised that a report would be on file at the Dumas Police Department. She was advised on how to file an affidavit.
Resisting Arrest /Possession of Firearm by Certain persons
On May 19, 2021, Officer Wayna Green was dispatched to a 911 call regarding a person with a handgun on a school bus on Bowels and Oak.
Once Officer Green arrived on the scene, he was given a backpack to search by Inv. Eric Armstrong that had been taken from the Juvenile who was reported having the weapon.
The Juvenile was escorted back to a patrol car and told to stand facing the hood of the vehicle. After being told to stand facing the hood of the vehicle, the Juvenile became combative and resistive and attempted to grab the backpack.
The Juvenile was then placed in hand restraints with the assistance of Inv. Armstrong using the amount of force necessary to maintain control of the situation. The Juvenile was then placed in the back of the patrol vehicle and transported to the station.
After a thorough search of the contents in the backpack a firearm was discovered that belonged to his mother. The Juvenile was processed and transported to a juvenile intake facility by SRO Kristy Freeman.
Narrative 2
On May 19, 2021, at approximately 3:30 pm, a call came over the police radio by a Dumas School District bus driver that there was a student with a gun on his bus located at Bowels and Oak street. When SRO Kelly Freeman arrived the driver stated to SRO Freeman it was a black male with a black shirt. Freeman walked onto the bus asked the first black male with a black shirt to step off the bus. At this point he tried to leave his backpack in the seat. Freeman asked him to grab it and step off the bus which he did. She asked him to sit on the step of the bus when Inv. Eric Arm-strong and Officer Wayna Green arrived, Freeman handed the back pack to Officer Armstrong and asked him to search the Juvenile, he took him to the back of the bus at the hood of Freeman’s patrol unit. Freeman was on the bus trying to keep the Juvenile’s sister from exiting the bus or any other students from exiting the bus.
When Officer Arm-strong and Officer Green took the Juvenile into custody, he grabbed the back pack for transport and Officer Green transported the Juvenile to the Dumas Police Department Intake the Juvenile stated that he had the gun because people pick on him and his sister so he was going to defend himself and his sister. The Juvenile also stated he had the gun all day at school and that he took it from his home. The Juvenile was charged with Resisting Arrest and Possession of a fire arm by certain persons and was transported to Jack Jones Juvenile Detention Facility in Pine Bluff.
Homicide
On Thursday, May 20, 2021, at approximately 4:26 pm Officer Alan Hernandez was dispatched to 416 Rankin St. regarding a man that was shot.
Upon arrival Officer Hernandez observed a group of people gathered around a older model four door Ford car silver in color.
When Hernandez approached he car the subject was sitting in the driver's seat with his mouth open and bleeding severely, Hernandez then advised EMS to step it up. When EMS arrived, He began speaking to witnesses.
They stated that the suspect shot the subject multiple times and that he took off on foot towards Wolff St. They described the suspect as a black male wearing a black shirt and black and red gym shorts.
Narrative 2
On May 20, 2021, at approximately 4:26 p.m Inv. Eric Armstrong was dispatched to 416 Rankin St in reference to someone being shot.
Upon Armstrong’s arrival a group of people were pointing at a silver Ford Fusion stating the subject was in the car shot.
The subject in the car was sitting in the driver's seat of the silver 2007 Ford Fusion with his head laid back and mouth open with vomit on his face and his hands in his lap. The subject appeared to have blood on the front of his shirt. There were multiple bullet casings around the car upon arrival. A white female stated that the shooter was , wearing black and red gym shorts ran down Rankin Street and turned on Wolff St. Armstrong then left the scene and started looking for a subject matching that description. Armstrong was unable to locate anyone at that time.
