Desha County Treasurer Shirley Kozubski of McGehee has announced her candidacy for Re-Election in the 2022 election. Kozubski is in her 4th year as County Treasurer.
Kozubski is the daughter of the late Mr. and Mrs. C. E. Snow of McArthur and is married to Ronnie Kozubski. She and Ronnie have two daughters, Rachael Lloyd, and Catherine Kozubski, and two grandchildren, Griffin and Eden Lloyd. Kozubski is a lifelong resident of Desha County and says she is very proud to call Desha County her home. Kozubski is a lifelong member of the McGehee Church of the Nazarene and has served 27 years as the Secretary of the Wolfe Kelley, McArthur & Masonville Water Association.
As Treasurer Kozubski is the disbursement officer of the county. The County Treasurer is responsible for the custody of all county funds, to receive and give receipt for all monies payable into the county treasury and to pay and disburse the monies on warrants or checks drawn by order of the county court. The Treasurer balances monthly with the County Clerk’s appropriations.
The County Treasurer receives monthly county property tax collections, county sales tax collections, property tax relief collections, county turnback funds, federal matching funds, fees and fines from other county officials and departments, and revenues from various other sources. After receiving this revenue, the treasurer distributes the monies to the various school districts, cities, watershed districts, and county fund accounts.
The County Treasurer is also the investment officer of the county. The law requires the County Treasurer to make timely investment of public funds to earn optimum interest. At present, the County Treasurer is responsible for 10 bank accounts and 79 different county fund accounts and all funds in the Treasurer’s book must be reconciled with the bank accounts monthly.
County Treasurer prepares a Financial Report to the Quorum Court monthly, a Yearly Revenue Projections for County General Fund, County Road Fund, Solid Waste Management Fund, Emergency 911 Fund, 19 Other Various Fund Accounts, and all Grant Funds, prepares an Annual Financial Statement and publishes it in a local newspaper, and distributes monies to various county fund accounts from the Final Tax Settlement Report and the Excess Treasurer’s Report.
Kozubski is very proud to say that her Annual Legislative Audits since she has been the Treasurer of Desha County have been in compliance with state laws with the Legislative Audit of Arkansas.
Kozubski says that it is a great honor to serve the citizens of Desha County and that she has the experience, dedication, understanding and integrity to faithfully be the best steward of all the county finances and keep accurate and well-maintained records.
